Rabbi Milikowsky, a native of Baltimore, Maryland, studied in Ner Yisroel Rabbinical College, where he received his ordination from Rabbi Yaakov Yitzchak Ruderman. In 1989, with the help of the AviChai Foundation and the guidance of his Rosh Hayeshiva, Rabbi Yaakov Weinberg, Rabbi Milikowsky established the Maor Adult Education and Outreach Training Program, the first program of its kind for yeshiva graduates and their wives. To demonstrate his belief that a Torah community can be built in any suburban area with a substantial Jewish population, Rabbi Milikowsky undertook to guide a small group in Olney that was interested in more traditional services. His involvement grew along with the community, and he has served as the rabbi of Ohev Sholom Talmud Torah Congregation of Olney since 1997. Rabbi Milikowsky has served as the President of the Association for Jewish Outreach Professionals and presides over the foundation which was established to publish the works of Rabbi Yaakov Weinberg zt”l.
